Jim Ellinger of Austin Airwaves describes the key role low-power radio can play in the wake of a natural disaster, and the many roadblocks created both by the FCC and local authorities. He tells his own dramatic story of broadcasting need-to-know information to Katrina evacuees inside the Houston Astrodome from a silver Airstream trailer in the parking lot.
